Rebates for permeable driveways, explained.

Toronto and several GTA municipalities offer rebates that offset part of the cost of drainage improvements, including permeable paving. They will not cover the whole difference, but on a project that already has to comply they are worth applying for.

Why the rebates exist

Every square metre of hard surface is a square metre that no longer absorbs rain. Multiply that across a city and the storm sewer system carries volume it was never designed for, which is what produces basement flooding and combined-sewer overflows during heavy rain.

Rather than only penalising new hard surface, municipalities also subsidise the alternative. If your driveway holds and infiltrates its own rainwater, it is not adding load to the system.

What generally qualifies

Permeable paving systems with an open-graded stone reservoir underneath. The reservoir is the functional part — the pavers are just the wearing surface.

Subsurface drainage work such as dry wells and infiltration galleries.

Downspout disconnection and redirection, which is separately encouraged in Toronto and is one of the cheapest improvements available to any homeowner.

What generally does not qualify: conventional impermeable paving, and permeable pavers laid over a compacted base without a proper reservoir — which is a real thing some contractors sell.

How it fits into the project

Rebate programs typically require documentation of what was installed, sometimes before-and-after evidence, and occasionally an inspection. That means the paperwork has to be part of the project from the start rather than assembled afterwards.

The economics, honestly

Permeable interlock runs $21 to $30 per square foot against $16 to $25 for conventional. The rebate offsets part of that gap, not all of it.

Where it becomes genuinely attractive is on a project that already triggers the stormwater requirement — at that point permeable is not an upgrade, it is the compliant option, and the rebate is money against work you had to do anyway.

How much is the rebate worth?

It varies by program and by what is installed. Meaningful, but not the full cost difference. Confirm current amounts with the municipality.

Can I apply after the work is done?

Sometimes, but it is much harder. Programs generally want documentation from during construction, which is why the application should be part of the project.

Does any permeable paver qualify?

The system has to actually function — open-graded reservoir, clear stone joints, proper infiltration. Permeable-looking pavers on a standard compacted base do not.
